Training for Civil Society Organizations Held – Employing Persons with Disabilities

From December 9th to 11th 2011, at Hotel Izvor in Aranđelovac, Balkan Community Initiatives Fund, in cooperation with Soft Tulip Foundation from The Netherlands, organizeda three-day training on advocating for employing people with disabilities.  The training is a part of the project entitled Inclusion of People with Disabilities in Serbia through Employment, which is being supported by Delegation of the European Union to the Republic of Serbia, within Support to Civil Society project.  We are implementing the project with the idea to enable active participation of civil society organizations in the creation of favorable surrounding for employing persons with intellectual disabilities in Serbia, based on experiences from The Netherlands.  The goals of the project are empowering CSOs to create a model of good praxis in employing and engaging in work persons with intellectual disabilities in local communities in Serbia, and to support the organizations to influence appropriate local and national policies in Serbia based on experiences from the EU countries (The Netherlands).

The training was held for the representatives of thirteen civil society organizations from Serbia which work on the improvement of the quality of life of persons with intellectual disabilities.  Out of those organizations, the following five organizations are partners on Inclusion of People with Disabilities in Serbia through Employment project, which will implement local actions in order to employ persons with intellectual disabilities:

  • Association for Help to Persons with Mental Disabilities “Blue Bird”, Kula
  • Association for Help to Persons with Mental Disabilities, Trstenik
  • Association for Sustainable Development “Bridges”, Kruševac
  • Serbian Association for Promoting Inclusion, Belgrade
  • Association for Support to Persons with Development Disorders “Our House”, Belgrade

Apart from those five organizations, the representatives of the following organizations also participated at the training:

  • Youth Office, Trstenik
  • Spring time, Kruševac
  • Association for Help to Persons with Mental Disabilities, Novi Sad
  • Humanitarian Association "Bethesda", Bačka Topola
  • Half Way There, Pančevo
  • Association for Help to Persons with Mental Disabilities, Novi Pazar
  • Kec MNRO, Belgrade
  • Mental Disability Rights Initiative of Serbia, Belgrade

The role of those organizations is to monitor the implementation of local actions and to participate in other project activities (trainings, national conference etc.)

The training was led by Dutch experts Erik Bloemkolk, Director of Soft Tulip Foundation, which is the partner organization on this project, and Snežana Stojanović, BCIF’s Counselor in the field of social care.

They led the organizations through advanced advocacy process, explaining in detail the steps in that process, and providing opportunities for the organizations to practice on their own example.  At the end of the training all the organizations had their own plan for advanced advocacy in employing and engaging in work persons with intellectual disabilities in their local communities.

In the evaluation the participants rated the training as excellent.  They especially pointed out the work of the trainers.  After this training their plans for advanced advocacy for employing and engaging in work persons with intellectual disabilities appear much more realistic and feasible to them.  Partner organizations will mostly advocate in their communities for the bringing up of action plans in municipalities for employing and engaging in work persons with intellectual disabilities.
